Teacher Education and Mentoring

Biggest concern and question:  What happens this year?

2009-10:   Development year for all parties.

2010-11:   Implementation year.

2009-2010:

  • Districts establish & train TEAM Coordinating Comm.
  • Districts match mentors & BTs (Beginning Teachers) for 2010-11
    work
    .
  • Mentor & administrator designed & started.
  • BTs & other teachers learn about TEAM program.

Other provisions for implementation:

  • “Full program” of 5 modules for teachers of bilingual ed, elementary, English/LA, TESOL, math, music, physical ed, science, social studies, special ed, visual arts, and world language.
  • Teachers under other endorsement areas with direct instruction of students as primary role—1 year of mentoring and 2 modules.
  • One year initial certificate extension for BT, if needed .

   Schools and teachers’ responsibilities in TEAM Mentors

Mentors…..

  • Must hold provisional certificate and 3+ years experience (1 year in that district)
  • Retired certified teachers can work as mentors; must attend training.
  • Attend mentor training.
  • Provides 50 hours of support over 2 years per BT.
  • Work with BT to develop module growth plan.
  • Provide guidance to BT through growth plan.
  • Receive a $500 stipend for working with each BT (pensionable ---from the State).

 

Beginning Teachers….

  • Take on-line assessment.
  • Work with MT to develop module growth plan.
  • As part of completing growth plan, apply new skills & knowledge in a classroom setting.
  • Complete activities & written reflection as culmination of module.

Task Force Recommendation- Year 1 BT in TEAM:

  1.  Classroom management & climate.

  • Student discipline, suspension, expulsion, & CT General Statutes.
  • Student engagement.
  • Positive behavioral supports.

  2.  Lesson planning and unit design.

  • Backward design.
  • Unwrapping standards & making standards work.
  • Content & disciplinary thinking.

   3.   Delivering instruction.

  • Differentiating instruction.
  • Teaching students with special needs & learning disabilities.
  • Teaching English language learners.
  • Questioning techniques.
  • Culturally relevant instruction.

 

TEAM mentoring modules

Year 2 of BT’s participation in TEAM

 

1.  Assessing student learning.

  • Using data to inform & refine instructionData teams/ professional learning communitiesScientific, research-based intervention.
  • CT Accountability for Learning Initiative.
  • Reporting on student progress to parents, administrators, & other stakeholders.

2.  Professional practices (New teacher selects one).

  • Ethical behavior.
  • Collaborative planning, working in teams.
  • Parent’s relationships
  • Communicating effectively with colleagues 7 parents.
  • District policies, norms & traditions.

Certification changes from 2008-09 legislation Coursework

  • July 1, 2012- teacher preparation includes new competencies.
  • Alternate routes—expands entities that can offer (E.g., RESCs, private teacher or administrator training organizations).
  • Provisional Certification—7/1/    16-30 hrs. of graduate credit---professional .
  • Loosens requirements re: coursework.
  • Allow ‘closely related’ major in shortage.
  • After 7/1/10, allows person seeking certification in shortage area to achieve excellent score, as determined by SDE on subject area test, in lieu of course requirement.

                                        Testing

  • Eliminates provision of 1100 score on SATs for waiver of Praxis I exam and allows SDE to establish waiver criteria.
  • Waives praxis I exam for out-of-state administrators seeking CT admin. Certificate if they hold valid certificate and have 3+ years experience as an administrator.

For out-of state teachers entering CT on interim certificate, waives Praxis I & II if:

  • Teacher has valid out-of-state certificate in subject area,
      • AND

  • Teacher has MA or higher in subject area, OR
  • Has taught at least 3 of past 10 years in subject area prior to applying for CT certification.
